ESSENTIAL JOB FUNCTIONS

Plans, directs, and oversees operations of the department, including road, and bridge maintenance and operations; traffic operations and maintenance, traffic signals, traffic聽control聽signing,聽pavement聽markings,聽arterial聽and聽local聽street聽lighting,聽sidewalk聽and trail within public ROW and traffic engineering; and engineering functions relating to roadway improvements.
Prepares, administers, and defends the departmental budget and adjusts priorities as needed; identifies needs and obtains and allocates resources for the department; develops聽alternative funding proposals; manages impact fees and bond referendum funds for all roadway projects; ensures appropriate cost accounting for state and federally funded projects.
Performs a variety of public relations duties including responding to questions from the media and public regarding transportation issues, procedures, and services; provides information聽and聽resolves聽difficult聽complaints聽from聽the聽general聽public,聽other聽agencies,聽and community groups; makes periodic public addresses; represents City at regional functions;聽and participates in聽interviews with the media as appropriate.
Develops and implements strategic plans and long/short term goals/objectives (Short- Range聽and聽Long-Range聽Transportation聽Program);聽makes聽recommendations聽to聽Mayor聽and City聽Council聽for聽inclusion聽in聽Bond,聽TSPLOST聽and聽Capital聽Improvement聽Programs.
Reviews聽recommendations聽for聽speed聽limit聽modification,聽special聽signage聽and聽exceptions聽to standard traffic operation practices.
Determines necessary property acquisition聽for聽rights-of-way聽for聽transportation聽projects聽and ensures聽adherence聽to State and Federal procedures as applicable
Directs development of聽criteria for and selection of outside services including surveyors, engineers, consultants and contractors for design and construction management services;聽negotiates contracts; reviews and evaluates consultant proposals, contracts, and specifications;聽resolves聽conflicts聽involving聽consultants/contractors;聽resolves聽construction design problems; makes聽recommendations to聽Mayor and City聽Council.
Oversees development and implementation of road and street maintenance programs, including pavement repairs, shoulder maintenance, street cleaning, and roadway landscape maintenance.
Follows safety procedures, reports unsafe activities and conditions, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.

MINIMUM QUALIFICATIONS
Education and Experience:
Requires a Bachelor鈥檚 degree in civil engineering, transportation or a closely related field required, Master鈥檚 degree preferred; ten (10) years of experience in engineering or project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses or Certifications:
Possess聽and聽maintain聽Professional聽Engineer鈥檚聽license聽in聽the聽state聽of聽GA.

The Experience You Need to Have**:
Eight years of progressively responsible experience in a public agency or consulting organization focused on program management, project management, construction management and design, at least three of which were in a management capacity or any equivalent combination of education, training, and/or experience.
Graduation from a four-year college or university with a degree in architecture, civil engineering, project management, construction management, or a closely related field.
Preferred Education, Certification, and Licenses:
Master鈥檚 Degree with a degree in architecture, civil engineering, project management, construction management or closely related field.
Possession of a California Architecture license or current registration as a Civil Engineer with the California Board for Professional Engineers.

Work in coordination with Director of Engineering to achieve CFIP and maintenance obligations of the concessions contract.
Assist with the development and execution of the Annual Maintenance Plan, 5 year plan, and Capital Plan to capture contractual obligations and plan for identifying priority Repair and Maintenance Reserve (RMR) expenditures within available funding, and capital improvements projects.
Organize and track each project with the establishment of stakeholders and a project team consisting of architects, the National Park Service and general contractors.聽 Oversee each individual CFIP project to ensure the established process sequence is followed.
